Surely the mounting of the front wing to the 'rubbery' nose once placed under aero load allows the wing to run lower, potentially below the reference plane. This would appear to contravene the 'under any circumstances' clause of Art 3.15 posted above.. IMO that needs sorting out, prove it doesn't or remove it Charlie.. Not every car is tested for a fuel sample after qualifying and so if the car was not tested they could have got away with it.
